-i have a 2006 Nissan sentra se-r spec v /i kno this prob sounds strange but i cannot get the check engine light to come on. The question i guess i have is does the check engine light have to b on to relearn my throttle body. its been a mess. when i bought it (helping a friend out)all it would do was rev up in nuetral. once i put it in gear i couldnt rev it uppast 1700 rpms. plz help me out and put me in the right direction. ive had it sinse oct. and id really like to drive it. thank you

This may seem like a stupid question, but does the check engine light work? like, does it light up when you turn the key on (before starting the engine)? Have you performed a diagnostic scan to see if there are any current codes in the system? to answer your question, No, usually you can perform a throttle body relearn via a capable scanner regardless of whether or not you have any codes. in fact sometimes you wont be able to perform the relearn if there are any current codes present.
