05 Outback strut noise

I replaced the struts and upper mounts (SACHS) on my Outback and now I have a knocking, rattling, thumping noise in the front on rough roads at slow speeds (25+-).
I raised the car with a floor jack under lower control arm and when I dropped it I heard the noise. Using a piece of heater hose I think I isolated it to the upper bearing. so I replaced it with another new one. But got the same result. I think both sides are making noise. Any ideas on what might be causing this? Thanks for any help you can provide.
