My brother has the same problem in his 2000 Cavalier except his noise was in the back. Never got around to checking out what the problem was however haha. Maybe it’s just a thing with Cavaliers.
I too had to install a fuel pump on my cavalier, the pump was running when I got it as I benched tested it and after I put it in it didn’t work despite everything being fine! Had to do the job again and get a replacement. Now it works fine but it was a pain in the ass!
I would see if there is rust or something where the starter motor is grounded on the engine block.
You can rent the tool kit at many automotive shop. Give autozone or advanced auto parts a call. You pay a deposit of like 25 bucks or so and they refund you the money when you return the tool. There might be a couple bucks of a usage charge but it is very cheap.
I highly suspect a problem in the clutch / hydraulic / linkage system. If the problem effects ALL the gears then it can ONLY be a problem with something that interacts with all the gears. This would be the clutch pedal adjustment, hydraulics, clutch disc and pressure plate. The only problem that comes to mind that has to deal with the actual transmission would be a problem with the input / output shafts but if it eventually DOES go into gear then I doubt these are at fault.

It could be a voltage leak. Those seem to pop up when ever the engine is under load, such as in towing.
Sounds like a cam / crank angle sensor problem to me. I seriously doubt it is a vacuum leak. A vacuum leak would never cause a car to stall, especially going 60 mph. At higher speeds, vacuum leaks aren’t even a big deal. (Unless its outrageously big, like the brake booster hose came off or something. And even in this case it wouldn’t cause the engine to stall out.)

Also, assuming the idle problem and the stalling problem are separate, you might want to check the condition of your battery and its terminals. Clean off the terminals, if they are dirty, with baking soda and water and a brush. Also have you battery load tested, as well as checking its voltage. It NEEDS to be load tested in order to get a proper idea of the condition of the battery.I am still betting on the crank or cam angle sensor though. Let us know!
That is an EVAP leak correct?
A lot of the time EVAP leaks are caused by a bad gas cap. Sometimes that is the only thing you need to replace the fix the problem. I would try that first, replace it and clear the code and wait to see if it comes back on. Otherwise you would probably need a smoke machine to test the system.
Did you check the operation of the fuel injectors? The pressure could be fine but if those fuel injectors aren’t working properly it could cause misfires.

(By linkage i mean the hydraulics and the linkage at the clutch pedal itself.) If that is good then I would check the condition of the engine and transmission mounts.
Hopefully it isn’t an internal transmission problem!

You don’t want to go on assumptions, find out if it has fuel. The first thing I would do is hook up a fuel pressure gague and measure the fuel pressure. Compare this reading with the specs. I think on those older model Cavaliers (Before 2000, there is no quick connect test port and you must disconnect the fuel line going into the fuel rail and tee into it.

Although this is a slim chance considering all four injectors would need to be malfunctioning in order for a no start condition. The engine will typically start and run really crappy if one or two injectors isn’t working.
If you have good spark on all your plugs, then I will bet your fuel pressure will not be up to specs.
EDIT: Yes it would be helpful to know how you did your testing of spark.

My brother has the same problem on his 2000 cavalier! Except his problem is in the rear brakes. I tried to pull the tire off to look at them but the tire was stuck on like no bodies bussiness! Still haven’t gotten it off. And I don’t have a big sledge hammer like eric does in that one video he made about removing a stuck tire, and I didn’t want to kick it real hard for fear of knocking it off the jack stands.
