The steering rack is just outside of that boot and below. It’s hard to imagine how it would be able to get fluid up the shaft and then to the outside of the boot but what about the clutch master cylinder, if there is one on this car? It looks like this is an automatic transmission car though.

Is the steering shaft wet with fluid too?
I’d be looking at the timing chain. It’s a common problem on that engine, especially if the oil ever got low. That’s what causes them to wear excessively.

        More info here.

Good luck and keep us posted.
The strangest thing is that the Honda dealer tried NOT to sell me the parts. They told me that timing chains on this engine almost never go bad and that they have not done more than one or two per year.

On the oil getting low. Cant tell that for sure which is one of the reasons I was suspecting the chain initially. Never on my watch but I bought it with 111,000 miles on the odometer so I can only use a best guess based on vehicle history reports which would be spotty at best.

        Thanks for the input!

I’ll replace that first since I have the parts sitting right here in my office. Thanks Eric!
Have you checked oil pressure?
I have not though I have thought about it. It has no gauge unfortunately but throws no codes. I’ll have to get ahold of a gauge.

That brings up two more ideas that I forgot to include in my first post.

#16 Low oil pressure – yet to be tested

#17 balance shaft loose in bore – This one was found on another K24 engine with a strikingly similar noise. The balance shafts are part of the oil pump assembly

#18 Loose or broken oil pump chain tensioner – I got a look at this when the timing cover was off and it appears to be solid but will get a better look if and when I decide to replace the timing chain.

Between my 2006 Element and 2002 Grand Prix, and my own desire to tinker and never leave well enough alone, there is always a short list of projects. I also need maintain a fleet of bikes. Where I earned the nickname “fleet mechanic” was in maintaining cars for my seven kids while they were at home and the occasional relative of friend still. In fact, I have a brake job to finish on my brother in law’s 97 Saturn today. Just did control arms on my son’s corolla a couple of weeks ago.

I do have a curious noise in my Element that I will bring out in another thread that maybe you guys and Eric can be helpful with.
