If check trans lights up before it tries to change to 4th its unlikely that there’s any mechanical problem with trans. If it only lights up when it tries to change to 4th then it can be either mechanical or electronic problem.

Many Saabs have problems with oil pickup tube screen blocking and then turbo fails. It’s almost weird that mechanic didn’t check the screen. Normally after turbo fails do to oil starvation you only need new turbo and engine will work for long time.

Voltage seems low. Voltage should be more than 14V on raised rpm.

Both fans turn on when you turn a/c on? If so only things that comes to my mind are radiator cap or something restricting coolant flow like air in cooling system, collapsing hose, or faulty water pump.

the wd-40 on a rag and wipe inside the window seals.

Many times non oem thermostats have bigger “leakage” (amount of coolant that goes through it when its closed) than oem. This could be problem with yours. I have seen it on old Toyotas a lot. You normally notice it only when its colder than -18c/0f.

Idling would stabilize once engine management has learned new values. I didn’t clearly say it but what I meant was to block evap hose (both ends) and but gas cap loose, maybe reset ecu and leave it idling.
