Start with the codes and i believe you have a chain, not a belt.

Rent a pressure tester from autozone or oreilly and see if it loses pressure.

Take it to a shop or pull the cams out…i would stop wasting time and do it the right way.

Tape makes sure you dont drill too far down…the tape acts as a guide…when you drill to the tape, you stop….construction workers use this method too…there are also special bits that do this as well.

I would check for vacuum leaks again…your symptoms have vacuum leak written all over them. You want to diagnose the problem before you continue to throw parts at it. So what are all the codes that the car is currently throwing? Also, does the scantool you are using display PIDS?

Anything that low is a problem…are valves adjustable on that engine?

Did you check your coolant system? Is coolant level full? Sounds like a flow issue. Coolant system needs to operate properly in order for a/c to work correctly.

The keyless entry system on a 1999 Taurus is controlled by the RAP (remote anti-theft personality) module. This module is located under the instrument panel to the left of the brake pedal. There are connectors that connect to it. On the module will be a label with the part number SIMILAR to XF1T-15K602-A1A. Beside the part number will be FIVE numbers. Those five numbers are the five digit keypad code. Note: On ALL Ford products equipped with the keyless entry keypad, pressing the 7/8 and 9/0 keys simultaneously will lock ALL doors.
