Does your car have a ford start relay and starter motor or starter/solenoid unit?
If starter/solenoid unit
Must disconnect all wires at solenoid.
Check solenoid for short at 12 volt input and output to case,
If meter reads zero ohms, replace solenoid.
Then, with a 12 volt jumper at the solenoid coil and another jumper body ground to solenoid case.
Again, check solenoid for short at 12 volt input and output to case,
If meter reads zero ohms, replace solenoid.Check solenoid contacts.
With a 12 volt jumper at the solenoid coil and another jumper body ground to solenoid case,
ohm out contacts—meter must read zero ohns.
If any resistance on meter—replace solenoid.Still need to check starter motor for short to case.
With your ohm meter, check starter motor for short to case.
You must disconnect all wires at starter and ohm out between the 12 volt input and starter motor case.
You will see some resistance but if meter reads zero ohm, direct short to case. With your ohm meter, check starter motor for short to case.

Put stick in neutral.
With 1/2 drive and sockit, try to turn motor by hand at crank pully bolt.Motor/trans binding?

College Man, Fuse is blowing right away. I looked for a kink or rubbed through wire, couldn’t find anything. I pulled the fan out and tested it on the coolant fan side, it blew a 15amp fuse, but not a 20 amp fuse(the one it normally uses). I also hooked it up directly to the battery and it worked fine. This tells me the problem is somewhere before the fan, but where?
Rubflor, The fuse only goes bad when the fan tries to turn on, and the fan is there. If I disconnect the fan, and turn on the AC(to force both fans to turn on), the fuse does NOT blow.[/quote]
Lets back up a bit here.
When you pull the radiator fan out and tested with the condensor electrical plug, were you holding
the radiator fan in your hands. This a very inportance point because the fan motor may have a short to case. This short (blowing fuses) will not show it face intill the fan motor case is install/touching body ground. With ohm meter, test each wire of fan motor to fan motor case.

Check under hood fuse box cover for diagram.
If no diagram on cover, try owner manual or google.
Swap radiator fan relay with power window relay if only same part #.Found pic hope link works

Swap the radiator fan relay with condensor fan relay.
See if problem jumps to condensor fan now.
If so, replace radiator fan relay.Swap the radiator fan relay with condensor fan relay.
