Anyone know what could b going on with the obd port on this car?

I believe I have found the problem ignition coil is being told to turn on its just not

I’ve tried to have some auto part stores do the code reading but it won’t connect car has spark its getting gas or I don’t think it would start at all and its got a noticeable miss but since I cant pull code I can’t figure out what the code is. any one know another way to pull the code?

i have oil sitting on the underside of the engine and wondering if it could maybe be the oil seal and how id get to it if it was

every week i have to add like a quart i dont know how many miles to a quart
