If u did the tightening correctly there is nothing to worry about, even with the old tension spring. If u want to make sure, push the belt with your finger to bend it, it should move about half inch (1cm) i think. Or u can try to push the slack with your finger towards the camshaft sprockets. If u see a tooth coming out of his place and like trying to “jump over” then u have to tight the belt again.

Check the ignition module ( inside the distributor) and may be u can re-solder the main relay’s connectors ( it’s under the dashboard). They give up from the heat quite often.

Im not familiar with this vehicle, but Google says ’99 Tercel has cable operated speedometer. Scratching comes from the cable, while turning in its cable housing and after years of wear and tear u got this type of noise. Replace the speedo cable with a new one and it should be ok. About the false readings – i dont really have an idea.

Have your injectors tested on a test stand, because if that injector is leaking, fuel will go down in the oil pan and u will have problem much more serious than rough idle. Check your oil level often and if u see level is rising, that means fuel is leaking in it through that injector ( or may be more than one of them). The next thing that happens is oil gets washed away from grinding surfaces( bearings etc.) and complete engine failure.

Have the battery charged up and see if the problem will pop up again. If the battery is a goner, make sure the new one is the same as the old (voltage, starting amperage, even brand) BMWs are quite picky when it comes to the battery used.
