I will take a closer look at the parking shoes tomorrow when I have the wheel off again (I ordered a dial-indicator to measure hub/rotor run-out, which should be delivered tomorrow).

I don’t think the tire is making the noise, since it is making the noise with the wheel off the car. Here are a couple videos to give you an idea. I realize that I should have had the lug nuts torqued for this, so I’ll re-do this with the lug nuts torqued on tomorrow.
