since the noise occurs at both moving and not moving i would start by checking all rotating part. when the car is running cartain parts are moving ie the belt(s), pulleys, fan if manual. if ur hearing the noise while the car sits and idles and ur not moving the steering then the only thing thats moving is the engine accessory drives. try to pin point the noise to a certain area.
