I used a spark tester that plugs into the plug wire like the one etcg used in his no start vid. and yes its the hei system when i took the cap off the distributor it was greasy and dirty especially the rotor i cleaned up most of the dirt.

sorry for the late response the car is getting fuel but no spark and the timing is not perfect but it should be good enough to start yesterday i replaced the ignition module in the distributor to see if that would do it. it cranks alot better but still wont start, Also the plug wires have been replaced already.

This is the CTSY fuse diagram above this fuse is the one that is causing the battery drain.

I dont have lights in the trunk or hood and thanks to everyone who replied to this post it has been a big help but im not exactly sure what im looking for all of the brake and hazard lights work. what should i look for regarding the electrical short? a broken insulation in the wire or a wire that is touching metal? i suck when it comes to electrical problems.

Iv checked out the battery and it is fine i did what Tri9SS suggested and started pulling fuses then when i pulled the 20 amp CTSY WDO fuse the test light went out. but it seems when i pulled that fuse the brake lights and hazard light stoped working i dont have a DVOM i should probably get one.
