IF YOU TAKE THE DRIVE BELTS OFF DOES THE SOUND GO AWAY WIN YOU RUN IT. BECAUSE IT REALLY SOUNDS LIKE SOMETHING IN THE CRANK CASE LOOSE

post that so we can see what kind of slack u are seeing
remove the drive belts and see if the noise stops. i have had a lot of the power steering pumps make a sound something like this. but take the drive belt off and see if it stops.
Cylinder Head Torque
1st step; – 72 ft./lbs.
2nd step; loosen all bolts in reverse order.
3rd step; – 29 ft./lbs.
4th step; – turn 75 degrees
5th step; – turn 75 degrees
Note: Check diameter of bolts at two points, 12 mm and 55 mm from the end. Whenever the difference between these two points exceeds the limit of 0.23 mm, replace bolts. Apply new engine oil to threads and seating surface of mounting bolts.
looks like you are dead onwith your meter hooked up unplug the alternator and see if the draw goes away
if you turn every thing off and watch the gauges do they balance and does the high side move at all
THIS MAY HELP WE HAVE RAN INTO THIS AND MOST OF THE TIME IT HAS BIN THE ECM ! BUT IT COULD BE THE COIL CAUSING THIS CODE
1. At the igniter, monitor the IGT signals. They should be constant 5 volt square wave signals.
2. Monitor the IGF signal. IGF should be a consistent 5 volt sawtooth pattern.
3. Monitor the coil trigger signals from the igniter.
4. Clear the codes and see if the same code comes back or if a single cylinder misfire code may set, leading to the faulty coil.
5. Check the crank position sensor signal for a good A/C waveform.
Tech Tips: It is possible for a faulty coil to cause this code. If the igniter does not think that the coil has triggered spark, it will set a code P1300 and stop signal on the IGF terminal.WELL YOU ARE RIGHT THE PROBLEM IS MOST LIKELY YOU STILL HAVE AIR IN IT OR SOMETHING IS ALLOWING AIR TO GET IN IT. I NO IT SOUNDS LIKE THAT YOU HAVE DONE EVERY THING RIGHT . I USE A AIR LIFT SYSTEM AND DON T HAVE THIS PROBLEM MOST OF THE TIME BUT I CAN TELL YOU IF THAT HOSE IS SUCKING TOGETHER THAT 99% OF THE TIME IT IS AIR.
AND HAVE YOU REPLACED THE THERMOSTAT
HAVE U CHECKED AND MADE SURE THE FANS WERE COMING ON
