Yes an Engine light caused by EGR code would cause car to fail to be in honest I’m in new york and I think that any engine light mean you can’t pass emission test. P400 refer to EGR flow issues. So I would start my cleaning the EGR passage port in your car.(also the EGR valve you want to clean)I have a 05 and I just cleaned like 4 month and it was clogged man. So your car is way older and with more miles so probably is super clogged.

About gas cap have nothing to do with EGR. Gas cap is related to your EVAP system.

Sound like your turning relay is a little weak/old I had similar issue like urs. My didn’t work sometimes and sometimes here was some delay changed relay never had an issue again…. Not sure of location in your vehicle most have them on the fuse box or under the dashboard (most common)

For clogged fuel injector try any of the fuel cleaning bottle they sell in the auto store. About the leak do you have access to a scan tool that shows STF(short TERM fuel.) If you have a leak, STF will show about 20+(medium leak) . If you have a negative number you looking at issues with your fuel delivery system like fuel pressure regulator…If don’t have access to that yes you can spray throttle body cleaner around the hoses and see if you idle changes. Also a leak will also causes issue with idle. Do you have any issues at idle?

it may be but do the basic troubleshooting as per Eric video on charging system. I think there is another video about that too. check for loose connection, battery voltage while off and on. etc. battery terminals check for corrosion.

The best fuild you can put in your transmission no matter if it has 1 miles or 500,000 miles is what the manufacture recommends. Sometimes manuf. say is ok to use other brand but just as temporally solution. So I would just buy it from the dealer they usually less than 5 dollar a quart.
