What? How do u use paint over rust for HVAC?
i have had a few bad bosses too. don’t know how Ur shop is but we have a revolving door of service managers. i have been there for a year and a half and i worked under four different bosses. one of them wanted to get rid of me for some cheaper techs, gosh  but my girlfriend always reassures me that management always never stays around for long.

simply stated its a knock, sounds like someone knocking on a steal door, but fast (accompanies engine speed). now there is upper engine knocks too but they sound more like a tapping (like tapping on a desk) hope this helps.

i would stay at the battery terminals. one lead on positive one on negative. look what the voltage is when the car starts that surging.

i think its a power or ground issue. think ur on the right track with the wireing from that aftermarket radio. look how the ground is shared for the HVAC and I P lights on that splice pack 203. but most importantly look how they both share that INT PRK fuse in that left bussed electrical center. i would double check that fuse isnt blown. if that fuse is ok i would pull out either the cluster or the HVAC controler and check for power at the respective pins. if thats good then check the ground. let me know if you need some help.

i would look at the charging system again. How did you check the alternator? Make sure battery cables are clean and tight. is the alternator putting out at least 13v at all times? even when the accessories are on?
