        I have called Honda to talk with them about this and they said because the law was made after the car was made there is nothing they could do about it. I have talked with many people about this problem and still they will not fix this issue with the seat belts. Manly due to discontinued parts. Today I am waiting on a Cruise control computer that has been discontinued. If they did say they would fix, the seat belts would be removed and a regular seat belt would go in its place with modifications to the body. I am not wanting to get rid of the automatic seat belts, because they is how it was made and restoring it to factory is a pain in the rear end. Now people are asking why I want to restore a 91 civic… Easy answer I had to sell my first car 90 honda civic dx and I got hold of another one that is not wrecked or “doged out” with the motor in good shape.

          I am thinking along the same lines as you are because when i push down on the gas pedal it does not want to shift into 3rd gear unless i let off the gas then press it about halfway down the fluids are fine so i am just set in a rut… i am getting the engine rebuilt for 600 at a local shop of mine new rings bearing and all new gaskets because i think it might have bad rings but i have not tested any of these yet. the CEL is not on and having a hard time to find it if it is on because i looked in the cluster and there is no light on it

          but i put a light up to every hole in the back where a light bulb goes in and nothing that says CE so i am thinking it might be (using it loosely) OBD 0 but i went out to the junkyard and found the same cluster same make and model and on the back of the cluster it was different wiring then mine… i do not know if they changed it last min it looks the same as mine but different placements of the wires… and not speedometer cable… if i may ask why there is none there?
