I don’t know about a 1998 Dodge Ram, but my 2007 had this problem. I found after taking my differential cover off that the spider gears had been chipped. Then I noticed that the “Tone Ring” was missing half of it. A piece of metal was magnetized to the sensor. So the sensor wasn’t reading a pulse, so it thought that it was sitting still. Replaced tone ring, plus my spider gears. All is well with the Dodge Ram now. Hope this helps
