If its put together like any other car the center console cover should pop off with some wiggling. If there are cup holders or any other things that can freely come out do those, then check the rest of the cover to make sure there arent any screws. Like I said it should just pop off. Normally the neutral safety switch is right there with the shifter so it activates the switch when its in park. When trying to start in neutral what your car is doing is reading what gear the trans is in since the switch is off, that way itll start in neutral.
Try removing the switch (should be straight forward simple) and making sure its in park press on the switch to see if its activating and try to start it. The neutral safety switch should be fairly cheap to replace if it ends up being the issue.

Definitely look up any specs on the neon. Online chiltons or paper. The Civic and Neon are both 4 bangers so the overall layout should be somewhat similiar. Each manufacturer has their own engine setups but when it comes down to it its all semantics. The big things are making sure you have a good reference manual, making sure you torque everything down to spec and in proper sequence. Also a good thing is to make sure you have all the seals and gaskets you need for the job, taking things off and back on with old seals is a good way to develop another leak.

The best way to check it is hooking up a scan tool and going through the list of systems running with the car on. Any shop could help with that or Auto Zone, O’Reilly’s, pretty much anywhere.
Second, if it seems to be running rough, rich, lean, bogs down, misfires. Check with the MAF sensor, couldnt hurt to give it a nice cleaning. Just make sure its outta the car and use a properly made cleaner for it. Oops skipped a step, look at the air filter. If it looks like you should replace it then go for it. Basically what Im getting at is check everything you can and depending on mileage and service history perform a tuneup.Good Luck and Happy Wrenching
I agree with Dreamer2355. A hard start does sound like a fuel pressure regulator issue. Just a guess here but when under acceleration it bogs down, it could be the regulator bypassing the fuel so the injectors arent getting the full pressure they need, just a thought. Also try tossing in some injector cleaner. I had a buddy years ago whose wifes car needed new injectors because she filled up at several different stations, couldve been another issue with it too. So yeah, try and get those injectors clean cause thatll cause an issue and if it comes down to it hookup a fuel system pressure gauge and see whats up with that.
