Thanks for the reply. I was going to run a voltage drop test throughout the circuit but ran out of sunlight to work. Will be performing the test tomorrow when I get up in the morning. Im hoping it leads me closer to the source of the problem, so far im pretty stumped.
Will update with any new information I can come up with. It just seems strange to me that charging voltage is actually below what normal battery voltage should be, and way to low to be considered proper charging voltage (should be around 14-15v).

That tech is feeding you BS and only wants to rob you of your money for work that does not need to be done. Valve cover gaskets do not need to be replaced unless they are showing signs of leaking and are not considered to be a mainenance item. As for the “all the seals in the car” thing, once again I would not replace anything unless it shows signs of damage or leakage. That tech is just trying to make money off of you, at least in my opinion.
