I believe fuel pump will stay ON only for first three seconds of keeping the key in ON position.
Yes that’s true. But I had the seat removed. Ear next to the pump while someone else the key to “on” position. But no sound. Pump only runs when trying to start the car. Weird.

How do I check to see if there is fuel on a 2003 Camry V6? I cannot find a schrader valve anywhere. And the fuel filter is inside the tank.
to test fuel pump, turn key on the “on” but not to far where u start the car. and lsitin to see if ur fuel pump goes. it will sound like a bzzzz noise if u cant here it u got ur self a dead pump
I cannot hear the pump when the key in the “on” position. But I can hear when trying to start the car. Does that mean a bad pump? If that’s the case, wouldnt starting fluid still start the car?
check the fuel pump fuse.also put your hand on the
FP relay while someone turns the ignition on with out
starting it.feel if the relay clicks. check the fuel
filter if it has one.you could spray some starter fluid
                  to see if it starts.

http://www.ericthecarguy.com/faq/solving-automotive-no-start-problems%5B/quote%5DStarting fluid didnt work. I switched the EFI relay and horn relay with each other. Both still work. Is there a separate fuse for the fuel pump? I should hear the pump when turning on the ignition correct? I can only hear the pump running when trying to start the engine.
You stated that you checked the timing belt. How did you check it?
I pulled the upper timing cover and checked the belt. The belt still look to be in good condition. The tension feels good.

Now that CEL problem is resolved. I have another issue to ask about. The car idles fine. But if I give it a quick rev, say to between 4k-5k rpm, the engine would gradually dip below normal idle rpm and stalled. If I rev it to maybe 3k, it would just still idle, but at below normal idle rpm.

Thanks. That purge control solenoid seem to be the culprit. I believed mine was also seized. Blew some air into and put it back on and the CEL is gone. Hope it stay that way.
