Now you know why the fuse blew, lol! Rarely is a blown fuse the root cause of the problem. Do you have a wiring diagram? If not, get one and start tracing the wiring. That’s the way to diagnose this one. If you think it appropriate, start that diagnosis with the wiring in the steering column.
Out of curiosity, did you test the relay and find it faulty before you replaced it? Hopefully it was a temporary replacement with a neighboring fuse.
