Windshield Wipers/Heater Blower Failure

Hey. I’m new to the site and hope this is the correct forum I’m posting this. I’ll pick-up on where things go. Please bare with me. I’m having an issue with intermittent wiper and the heater blower and whatever else is connected to this circuit. Let me summarize that, I mean power failure, not the intermittent wiper setting. After turning the ignition off, then back on fixes the problem. I’m working on a ’95 Ford Escort LX. Please, no Ford jokes. lol. I heard enough from my friends that, that’s the problem. Got to laugh at it tho. Thanks for having me here Eric and all the staff members that make this possible. Thanks for any advise. Oh, I forgot to add, Is there any computer re-set that exists for vehicles ? I always heard that turning your key off re-sets the computer and that’s why this fixes power issues. I’ve also been told that means nothing. Thanks again.

If the blower and windshield wipers are intermittent sounds like
a plug/ground issue. here is a sight for a wiring diagram.
