      Is it because the paint isn’t uniformly dispersed or the propellant causes airborne particles to stick to the surface?

        It feels rough because the tiny particles are sitting on top of the surface. Paint needs time to flow the particles together before the thinners dry away to create the smooth surface. Overspray is just small “balls” of paint that dried before or shortly after hitting the surface which feel rough when there is enough of it.

          You can learn t carefully wet sand between layers of paint, just like most shops do between layers of primer, paint and clear coat. Before my shop closed, we did a lot of work on c5 vettes. Propor skilled wet sanding is not a fast thing, but if done correctly it yields a very smooth color with little to no orange peel effect and it will last longer too. I’ve seen shops that put out “show cars” that have paint jobs that start to flake off within two years, because they didn’t take the time to wet sand between the layers.
