recently I’m noticing that my steering wheel is turning slightly by itself whenever I go over some road irregularities, it feels like steering is lost for a brief second or less. when checking for play in the wheels, there’s no play when pushing at 12 and 6 o’clock position, but when pushing at 3 and 9 o’clock position, the wheels move back and fourth on both sides and the steering wheel moves left and right as well, it seems that the steering wheel does not fully lock as any movement is transferred directly into the wheel rather then a play at a certain joint. is this a tie rods problem or is it a problem in the steering rack itself ?
the car is 2003 civic si and it has electric power steering

Your balls joint are looses and need to be replaces. You need to change them before your wheels come off your car. Defective power steering rack will make noise as the same way when your tire is flat. Many ball joint come with seal rubber boots with no grease in It.
So the ball joint go an erosion process and are bad in 2 or 3 years. So, you need to buy ball joint with large rubber boot that, normally, have grease In It. Otherwise, you need to add a cut on the boot, add grease and seal It with a metal strap.
