My mechanic was changing my O2 sensors, the car was on emergency brake, and while the car was jacked up, car seemed to slip as if there was issue with the brake. He said at first it was transmission. Anyway, he jacked up the car to see if the tires would spin faster, the right one span around longer than the left one. He said it’s not good and need to be “regulated”. He removed the tires and used a flathead screw driver to turn some kind of “rotational” metal thing as small as a penny. What do you call this?

I would imagine it was the star adjuster wheel for drum brakes.

This will give you that visual experience.

I think he believed you had a dragging rear drum brake. So, he backed off the adjuster. However, I don’t see the connection between this and the emergency brake not holding.

As the mechanic jacked up the front of the car to take a look at the O2 sensors, while the emergency brake was on, the car seemed to have slipped off backwards, the surface was flat. At first I thought he didn’t jack the car right then the car appeared to be slipping off the jack, which is why he suggested he check out the thing on the rear brakes.

Sounds like he was adjusting your parking brake.
