What does this connect to?

Hi, I am working on my 1994 F-150 and I noticed this, seems like a potential vacuum leak but I can’t find anything that It would connect to. Any thoughts? My truck does seem a bit sluggish and a bit difficult to start.

A few things come to mind but I can’t be sure until I see what the thing is. Does it suck air in with the engine running?

Yes, a picture of some sort would be helpful. You can always plug the end that you have and see if it makes a difference.
