I have a 2000 VW Polo 1.9 TDi estate. The car has been stood for about a year whilst awaiting body repairs.
Now the turbo won’t kick in. When out of gear the engine will rev ok but when driving will only reach
2 – 3k revs. It has actually tried to kick in a couple of times but only for a couple of seconds. The car has only done 60k and the turbo was fine before. I would appreciate any advice. Thanks, Eric.

It sounds like your in limp mode.
The turbo increases the horse power of the engine but normally, if troubled, the turbo shouldn’t cause a rev limit. If that were true normally aspirated engines would never rev. It is true that a turbocharger needs the exhaust flow of about 3K rpm to begin to function.
If you wish to check the turbo, remove the inlet hose and look for nicks in the blades, then see if it spins freely with no rubbing or side to side play.
Hook up the hoses wrong that control the waste gate and you may get little or no boost.
If the computer is sensing something off, there’s probably a hard code and some for of limp will be engaged.
My SRT4 won’t boost in neutral, the computer just won’t let it. Once your in gear does it make a difference?
