Yes. The tie rods are the part that gets adjusted during an alignment for setting front toe, so after replacement, you should get it aligned.

Yes absolutely, tie rod ends effect the most tire wearing angle, toe, if you don’t do an alignment then it’s likely that you will cause severe tire wear that could lead to other problems.
