Well thats kind of general. So I would say it like this. A Throttle is a bad one when it doesn’t have a direct mechinical linkage from where you put your foot to opening of the throttle body, or carburetor, or whatever regulates air/fuel into the motor. Symptoms. Look for a small zit like thing on the side of the throttle body with no cables or rods going to the gas pedal inside the car. If there is a computer between you and your roadspeed/rpm, its bad.

To the OP, it’s easier if you tell us the make/model/year of the vehicle. Throttle response can be problematic for numerous reasons.
