2003 Mitsubishi Galant 2.4L
Just replaced the belts today, old belts were very worn. The belt system’s tension is manually adjusted w/ a bolt on the side of the tensioner pulley( B ). There’s a locknut (A) on the back of the pulley that needs to be backed off in order to adjust the tension. (See Diagram below)
After starting the vehicle, I noticed the tensioning pulley wasn’t moving at all. Does this mean one of the two? I need to add more tensioner the system or the tensioner pulley is shot?

When you say “moving”
Do you mean spinning?
That style tensioner is not spring loaded, you set the amount of tension by turning bolt “B” then locking it in place with bolt “A”
A good rule of thumb:
You should have ~ 1/2 deflection in the middle of the longest section of the belt ( where the black arrow is pointing.It is possible that the bearing in the tensioner pulley is bad. Remove the belt, and try to rotate the pulley by hand. It should not spin freely, there should be some resistance, but it should be smooth with no grinding or grabbing. Any looseness, locking up, sticking, grinding, grabbing etc. would be an indication that the bearing has failed.
