If the outside elements are sealed out you could let it go.
if not sealed replace it.

Going by what I see with it, I have no idea if they are.

Is this boot on the cabin side of the firewall, inside the vehicle, or is it in the engine bay?

In that case, it’s probably nothing worth worrying about. If there’s a chance of winter slush and salt getting in there, you could work up a Sunday afternoon barnyard repair using a plastic bag, some zip ties, electrical tape, beer and a bit of profanity. It won’t be pretty, but it doesn’t have to be.

I would replace the boot. It is not just a decoration. It helps to keep fumes and bad air from the engine compartment out of the cabin, and it will also help seal and weatherstrip the cabin from water and dirt.

You’d think a seal would be installed on the “dirty” side of the firewall. Doesn’t seem to make good engineering sense to allow contaminants into the clean zone, and then try to to contain them with a seal.
