      CAR HAD STARTING ISSUES. BATTERY WAS FINE RESTING AT ABOUT12.4 TRIED JUMPING JUST TO BE SURE.. TRIED JUMPING STARTER WHEN THAT DIDN’T WORK TOOK IT DOWN AND HAD IT TESTED. STARTER PASSED.PUT EVERYTHING BACK IN, THEN I NOTICED WHEN I PLUG THE BATTERY IN THE FAN TURNS ON(ITS NOT BEING JUMPED OR BYPASSED) WHEN I GOT TO TURN THE IGNITION KEY TO THE ON POSITION THE FAN TURNS OFF BUT CAR STILL WONT START. ALSO NOTICED WHEN THE LIGHTS ARE ON THEY DONT GO OFF WHEN GOING FROM ACC TO TRYING TO START. CAR WONT TURN OFF COMPLETELY EITHER SEEMS LIKE ITS STUCK IN ON POSITION NO MATTER WHAT I TURN THE KEY TO.. ANY SUGGESTIONS?? ALREADY TRIED DISCONNECTING AFTERMARKET ALARM STILL HAS ISSUE.
      -FAN ALWAYS TURNS ON ONLY WHEN DISCONNECTING NEG TERMINAL AND RE-CONNECTING
      -TURNS OFF ONLY WHEN TURNING KEY
      -CAR WONT START AND WONT TURN OFF FULLY

      HELP!!!! 🙁

        Do you know if car was in an accident or was submerged in water? Sounds like an electrical problem.

          Not that i know of. car fax was clean and didn’t have any water damage or frame damage. changing the ignition switch this week. but very frustrating issue. if that doesnt solve the problem im all out of ideas.

            It does sound like ignition lock issue. Hondas known for them.
            Also, it sort of looks like fuses are shortened. On our 96 Civic, that simply dies on us one day – at around 260 000 miles – I found that all fuses have common metal plate as negative, right underneath the fuse block base. When I removed fuse box, most of it was in various stages of oxidization.
            Main relay needs to be checked, as it controls a lot of start related devices.
            And, btw:

            When you write in all capital letters, this looks (and maybe sounds) to many a recipient as if you were shouting.
            Writing in All Caps is Like Shouting
            This is why you should
            use all caps sparingly.
