Have a 1994 Honda Accord EX. My speedometer registers for awhile then drops to zero mph but in maybe 10 to 20 seconds starts to record speed again and then maybe in 5 or ten minutes drops to zero. Is this a direct result of the speed sensor or also the gauge.

Have you gotten a check engine light? Try and pull any codes.
The signal does come from the vss. You may want to start there.
If cruise control works vss is then working and cluster would be
suspect. When you check for codes see if you get one for the vss.
If so replace the vss. code 17 vss

I had absolutely similar issue on 96 Galant. Frost Transmission in Gadsden AL – NEVER GO TO THEM – told me it will be $800 repair and 3 day in shop.
Turned out to be worn out worm gear on VSS. It was super easy fix – undo 10mm bolt, take it out, undo pin holding gear on shaft, replace gear. Was $6 plus tax plus 10 min time repair.
In your case, may be as simple as bad drive link:

My Accord is a five spd. truthfully I have not thought about turning on the cruise when driving. What is the cluster that you are referring to.

The cluster is the speedometer cluster. If it needed replacing it comes as a unit
              called the cluster. 🙂
