I’m assuming your meaning to top end clatter.
You can try adjusting the back lash on the rocker arms.

Is this a potential problem that can damage the engine or just noise?

Difficult to say for certain.
Could be as simple as setting the correct back lash on the rocker arms or could indicate faulty lifters (if so equipped ) or worn cam(s) or worn rocker arm(s)
An inspection of the valve train would be required to determine the specific cause.
