      I have a 1995 Saturn SC2 with pop-up headlights. The low beam on the driver’s side is not working. Both high beams work. All bulbs and fuses work. If I jump ground to the tan wire going to the headlight socket, the low beam will light up, so I don’t believe that the socket is bad. It seems that the problem is that switched ground is being lost either from the switch to the fuse box, or from the fuse box to the light.

      I am not sure how to proceed to tell if this is a problem with the switch on the steering column, or a broken wire between the fuse box and the headlight socket. I tried to lift the fuse box after removing the two 10-mm bolts inside, but it wouldn’t pull up.

      Other relevant history: I recently replaced the battery and fuel filter.

        If you jump ground to the tan wire going to the headlight socket, that would indicate you’ve lost the ground to the head light socket.
        Use a DVOM and check continuity from the ground of the socket to chassis ground.
        If it shows open (OL) you have a broken ground connection, you’ll need to locate it and repair the break .
        This should get you in the ball park…..
