Safe to use this rusted rotor?

Hey all,

I’ve got this spare rotor for my car, been sitting for a couple years. The contact surface with the wheel is marred and rusted. Are there any safety issues using this because the contact between the rotor and wheel will not be perfectly flush?

The inside is flawless. The counterpart rotor is flawless as well.

A good pass with a wire wheel should clean up the rust.
