Rpm moves up and down automatically during idle and slow speeds?

when im at a stop light or parked, my 98 Honda Accord Rpm will automatically move up a little, like if im stepping on the gas pedal, which im not
so it’s kinda weird, and when the rpm goes up, it makes my car move forward, so i have to step on the brake harder to keep it from moving. It’s so weird

It won’t harm anything to touch the positive to the negative obviously with at least one cable disconnected from the battery, it’s actually standard ‘hard’ reset procedure. I’ve had lots of people tell me they clean their IAC valves but some come back with problems like this after the fact, I’m not sure if it’s the methods being used or some other issue but it does seem to happen more often than not, me I like a sure thing but I realize that a budget may not offen afford a new valve.
