When replacing a rear rotor in a car with a parking brake shoe, is it necessary to do a parking break shoe lining break-in? If yes, then how do you go about doing this procedure?

Just ensure the rear shoes are just barely making contact with the inside of the rotor “hat” when set. While setting the proper distance, Pull/depress the parking brake several times to ensure it is seated properly and is still not dragging on the inside of the rotor. Adjust the star wheel as necessary. Your vehicle should have specs on how many clicks to apply the brake and be able to hold the car while in drive at idle. If the rotors are replaced and the shoes barely touch the inside of the rotor hat when the brake is disengaged and the wheel cannot turn when the parking brake is set then you should be good to go. These should last close to the lifetime of a car (at least on an automatic 😆 ) and if people don’t drive with them stuck on!!! banana:

Just for fun, here are are some pics of a Lexus ES300 E-Brake shoes that were too big (wrong size) and were burned up….

Usually its not necessary to replace the parking brake
shoes when doing the rear disc brakes.

So, a new rear brake rotor hat does not need to be broken in as you would for a new set of rear brake pads with a new rear brake rotor?

As long as the rear shoes lock the rear wheels (within the specified “clicks”) when applied and allow the rear wheels to spin freely when disengaged, you should be good to go, correct?

That is correct, when replacing discs (rotors) and pads or just pads it is the pads that need bedding in.
With your system the parking brake shoes are not to slow the vehicle but to hold it once stationary. Therefore wear is minimal and bedding in is not required.
