i own a 95 vw golf GL and i recently went to move it and the rear passenger tire is stuck. it has drum brakes, i have been told it could be one of two issues. 1. the emergency brake is stuck. 2. the wheel cylinder is bad. I would really like to be able to fix this issue soon and any help would be helpful. thanks ahead of time!!!

Remove the tire and if the cylinder is bad it would be wet. Had the car say for a long time with the brake on, cause sometime the rotor and pad can stuck together from rust. Anyway start with removing the rotor.

Id guess the shoes are just rusted to the drum. if you can get to it just strike the drum with a hammer. not too hard tho you dont want to deform it or crack it. This almost always works. if you cant get to it a piece of pipe thru the rim and hitting the pipe with a hammer works too. Make sure its in gear so it dont roll away when that brake frees up. Be carefull

need clarification.the wheel is stuck on the car or the drum?
If the wheel is stuck. try spraying penetrating oil on the center
hub.you may need to use a small wire brush to clean some of the rust off.

Remove the rear tire from the passenger side. Loosen the brake adjuster star wheel at the oval hole on the opposite side of the drum. Make it as loose as possible. Use a rubber hammer to tap on the drum all the way around the drum then try and remove the drum. Make sure the parking brake cable is not engaged.

If everything comes off easily check the bearings. If they’re still good make sure you grease them before everything goes back together.

When you drove the car did you smell any burnt brake shoe? I think It is possible that the shoes are dragging on that wheel but at the same time you would be able to break them loose (wait VW are mostly FRW right?) IF the Brake shoes are dragging you will have to go in and manually readjust them with the star wheel adjuster. And then diagnose why only that one side became out of adjustment.

EDIT: (Bearings would be a good thing to check as john states above)

If you have sealed rear bearings, then you might want to consider replacing them depending on how many miles are on the vehicle.

I’m with the group. You’re going to have to get in there and see what you’ve got in order to determine what’s needed to repair it.
