sounds like the work that got done maybe suspect for a wiring issue. check the fuses for the 02 heater circuit.
also inspect the 02 wiring and sensor for breakage. if none found you may have a bad 02 sensor. you would
        need to replace it.C8-)

College Man nailed it. The vehicle will run ok once the exhaust gasses have warmed up the o2 sensor seeing as the heater circuit is at fault. You could disconnect the o2 sensor and try ohming the heater portion.

For the fuel tank pressure sensor stating low voltage, there could be some wiring that is at fault after the installation, possibly from it been trapped, causing a short to ground.

For the P0440, you could use a smoke machine and scan tool data to aid in diagnosis.

However, I would just drop the tank slightly and see if you can see anything obvious. It sounds like an issue from the past repair.

Sounds like you have a couple of problems there. The P0141 is a code for a heater failure, what that means is that the sensor heater won’t work but the sensor itself still will just slower than normal. You want to check the fuses and wiring to be sure they are OK but if they are you can just replace the O2.

The MAP sensor really wont’ pick up a clogged catalytic converter but I like the way you’re thinking on this one.

As stated above EVAP codes often need a smoke machine or special equipment to diagnose but this is not critical to the operation of the engine and won’t cause a loss in power.

Given that you have a bone dry transmission it’s more likely that is what is causing the performance issue, an automatic transmission without fluid is not long for this world and since it’s job is to deliver power from the engine if it’s not able to do that you will have a big power loss and drop in performance. I would recommend you start your search for a performance issue at the transmission.
