Prelude only starts with scantool connected.

Hey guys. Ever hear of that happening? It turns over, but won’t fire. Ithe tries to fire, but not completely. If I connect my scantool, it starts and runs no problem. If I disconnect my scantool while it is running, it will die. It isn’t my car, and a different Mechanic couldn’t figure it out. His fix was a tool that he keeps on the dlc3 connector at all times. I looked it up and it is just a tracking device. So I think know he has a ground problem and the took is creating a new path for ground through a different circuit. Any thoughts?
