My moms 98 blazer has some sort of steering issue and im not sure where to start. She claims that when she first starts the car if feels as if the power steering does not work at all but with a few movements of the wheel is works fine. She also claims that on hard turns more so hard right turns the wheel gets very tight and hard to turn the further she turns so bad that she has to use 2 hands. I checked the power steering fluid and it was bit low filled it up does not seem to help. Id like to get some opinions before I start ripping things apart and replacing them.

Check the belt that drives the steering pump. Is it as tight as the rest? Is it frayed, torn? Turn it over a bit and have a look at the underside of the belt, where it turns the pulley. Is that side of the belt torn up, or glazed over (shiny looking)? If the belt looks good, but is just loose, tighten it up. If it looks torn, frayed, has chunks missing from the underside, or is glazed, try a new belt.
Check the belt as suggested for starters but what you describe sounds very much like ‘morning sickness’ which is a common problem with GM power steering systems. You can try changing the fluid and possibly adding a conditioner, but in the end you might need to replace the power steering rack to remedy the problem.
