P0446 code and horrible gas mileage

Hey forum I have a 96 Camry LE 4 cylinder with a P0446 code. The history is the car had two codes originally P0446 and P0440 code. I had my friend help me re wire the connections to the VSV and cleared the codes. They never came on for a week took it to smog and passed. I have noticed that I get pretty horrible gas mileage around 15Mpg at best. Now two weeks later I get a check engine light with a P0446. I have a few places I’m thinking of checking but want to know If anyone has ever ran into this issue or could shine some light for me. Thanks !!
