oxygen sensor P 2626 2008 Hyundai Elantra

my wifes Hyundai Elantras showing code P 2626 I tested the o2 sensor (upstream) with an obd2 scanner and it showing 3.094 volts steady at 2500 rpm I was wondering if the o2 sensor is bad or do you think there could be some other underlying problem with it that I have to get checked out by someone. it’s an expensive o2 sensor so I’m kind of hoping that it’s a different fix but my fear is that it is the censor and we have to go purchase a new one.

It shouldnt hold a steady reading, it should fluctuate up and down based on how many revs the motor is turning, the higher the rpms the faster it fluctuates. Think of a sine wave, lower the hz the bigger the wave
