oil change date vs km’s

My dad thinks that it’s ok to not change the oil even though it’s well past the DATE on the sticker. it hasn’t however reached the KM’S on the sticker, but the vehicle does 90% city driving. But the general topic would by why (or why not) it’s important to change at the DATE and/or the KM’S
