It’s a 94, that may not be possible.
I honestly don’t know the set up that vehicle has, but it sounds old enough to use a cable for the speedo. I would first pull the cable from the trans, hook a drill up to it and run the drill. It should make the speedo work. If it doesn’t, then you may have a problem in the cluster or a broken cable.
If you do have an issue inside the cluster, there’s likely nothing you can do about it. Only licensed speedometer facilities are allowed to do repairs on those.
