      Hello Eric,

      When the key is in start position the 3.44 volts becomes 12.39 volts yet a no start on corolla 2000 CE.

      Voltage drp test on bat post to starter postive 0.50— neg bat to solenoid neg wire reads 8.55 on ground. check engine grounds no sign yet of a bad engine block ground.

      Engine block voltage drop neg to neg reads .50 on body ground reads 28 volts ground side.

      recently discovered when using start remote belt was seen skipping badly not turning engine compleletly nor generation the crank and cam signal to Pcm to start the car.

      Recently an after market devise was accidently kicked causing the crank in park to shut down suspect anti theft module yet this car i cannot see it nor does it have a kill switch either.

      The more I learn the more confused and baffled I become. Neutral safety switch works because I got 12.39 v key in start position. that leaves me with ignition switch and wire splices I cut the after market out could i have created a problem?

      Ecm is it in anti theft memory hold?

      I know I have a short to ground!.

        I have worked on dozens of Corollas (Generation 8, 1998-2002) and have never seen an issue like you have described. Only start problems I ever encounter are battery connection issues and most starters on these last a lifetime…

        ECM had no anti theft. There was only RS3000 and RS3200 systems (one factory installed, one dealer installed)

        When you mentioned wire splices and cut out aftermarket, I cringe a little. More than likely the problem is due to the aftermarket parts/aftermarket installation.

          Hello Karl Toyota,

          Thank you for sharing your observations any thoughts on the starter relay control side were a low voltage was unable to light test light yet the multi meter pick up 3.44 low voltage reference with key on; when key is in start position 12.39 volts was seen what is the cause?

            Not sure really where to go with this, but based upon what I have read.

            Getting 12.39V is low. A voltage supply from the battery should be 12.6 or above. A battery which is at 12.5 is a 25% discharged, 12.4 is 50% discharged, 12.3 is 75% discharged. Check your battery at the terminal and find out what you really have.

            Your drop between the negative battery and the solenoid says that something in that connection is not correct. I would look hard there.

            The other x variable is any aftermarket system you have on this vehicle. Great care should be taken to ensure that is hooked up correctly.
