Start with a compression test and a combustion gas leak test.

I didn’t have time to watch the whole video, just listened to the first few seconds after starting. The sound makes me think bad ignition on multiple cylinders. Make sure you have timing and spark on all cylinders. Make sure you haven’t switched a couple ignition wires, everyone does it sometime.

The rapid heat-up makes me think head gasket or poor coolant circulation. Have you checked those?

              From the video:
First thing would be to go through all the wiring and ensure everything is connected correctly.
              I saw wires disconnected.
Put the harness in proper order and look for any possible shorts.
Clean and inspect all the connectors.

Next, check all the vacuum lines and connections for any leaks
There was some issue with that vintage Buick.
Something occurs around 80 – 90K called voltage punch through in the distributor module which appears like what your experiencing.
Ran across that in the late 80’s on a friends Buick.

              Pass that:
              Double check your firing order.
Do a compression test, might suggest a leak down test also.
You stated earlier, you just rebuilt the engine…
But, in the video you state it was done several years ago.
              Which is it????
It also appears that vehicle has been sitting for some time.
If the carburetor has also, might check for clogged jets.
              Inspect for rodent damaged wiring.

A vehicle sitting outside for a length of time with little to no up keep is going to be a challenge to bring back to life.
