Number one i would like to know what i am looking at in the pictures, and what it does. I have been told it is a throttle air motor. I have a 2002 Mercury Sable 24v DOHC after the engine warm up and sitting at a stop light, the oil light starts flickering and the rpm drops to Aprox 500, at a rough idle and sounding as if cylinders were starting it miss. I pulled into a parking lot called my brother (he is a auto technician) told me to plug it in and the idle jumped up really high and the rpms were about 2000, at a stop.

Yes..that is the IAC (Idle Air Control). Was it disconnected? If it was then that is the reason for low idle.
If it was disconnected the computer was trying to increase the idle speed but was unable to so it was maxed to the highest idle speed or counts. When you plugged it in it idled fast as it just saw it was idling too fast and would take time to slow it down again. If you had reset the PCM it would be very close to the IAC counts for the correct idle speed.
With that said the problem could very well be a defective IAC or PCM and maybe the reason it was disconnected.
