I am getting ready to install a new master cylinder into my 96 Honda Accord. The system is currently bone dry of brake fluid as I have replaced all brake lines. Do I still need to bench bleed the M/C or can I just install it, add fluid, and bleed the system at each of the four wheels?

It depends. If the master cylinder mounts perfectly level with the ground, you can bleed it on the car. Otherwise you should bench-bleed it, or jack up the car so the MC is level.

I would bench bleed the master. Then keeping the master full.
open the bleeders one at a time to gravity bleed to each wheel.
After the gravity bleed do the conventional bleed of pump and bleed.
Try this procedure to see if it works for you. Start LF,RR,RF,LR
